Talbot addresses the world’s most important leaders and reminds them of the Chitauri invasion where S.H.I.E.L.D. tried to “protect” the planet. According to Talbot, this was just an attempt by S.H.I.E.L.D. to gain the trust of the nation to easily carry out their more malevolent schemes.
